Changing a 1998 Ford Escort Instrument Cluster?

I am looking to replace the instrument cluster in my 98 Escort. It bounces and sticks and is less than reliable. I am planning on getting one from a salvage yard, but I was wondering if changing the cluster requires changing the odometer as well. If so, does this present any other issues regarding insurance, registration, etc?
