Raise Taxes for Companies that ship jobs Overseas & Cut taxes for those who don't?

I know, I know almost all companies do business overseas. However do you think that this would encourage people to keep jobs here? I'm honestly not sure, because we live in a capitalist society & aside from shipping, it is considerably cheaper to transport jobs when businesses don't have to worry about minimum wage and worker's rights. This is why I'm all for more government involvement in companies. These people are living in America and selling their business to Americans but don't want to stimulate the American economy.Think about how many jobs a company like Wal-Mart alone could provide for America. Your take?
