Wouldn't the best economic stimulus be to eliminate all taxes or just enough to only finance the military?

We can't realistically eliminate taxes completely because of our military needs, but wouldn't it be effective to essentially eliminate as much taxes as possible and eliminate ALL government programs, from health care to welfare to educational subsidies, giving money back to the citizens to drive the economy.
